September 30 - On Monday, leading English Premier League team, Manchester City, who were no doubt still smarting from their 4-3 defeat at the hands of their biggest rivals, Manchester United, the week before, took on West Ham United at home and trounced them by 3-1, to the delight of their betting fans.

What made the victory even sweeter for Manchester City fans was the fact that two of their team’s three goals were scored by talented Argentinean-born striker Carlos Tevez, who previously played for West Ham. The skilful player scored against his old team in the 5th and 61st minute, to a roar from the stadium.

Tevez’s two goals sandwiched that of Bulgarian-born wing Martin Petrov, who’s superb strike found its mark at the back of the West Ham net, putting Manchester City up by 2-1. West Ham’s goal came from Carlton Cole, which sent shockwaves through the stadium given the difference in skill between the two teams.

But score West Ham did, and once Tevez had secured his second goal, a feeling pulsed through the ground that the game was over for the visitors. When Tevez was signed by Man City, he was welcomed to the city with the now infamous billboard depicting him accompanied by the words ‘Welcome to Manchester’.

The irony that Manchester City’s victory on Monday was mainly due to the Argentinean would not have been lost on West Ham, because when he played for them, he saved them from being relegated one year. Currently third from the bottom of the league, West Ham may have a similar battle on their hands this season.

On Sunday Sunderland took on the Wolverhampton Wanderers and dished out a crushing 5-2 defeat at the Stadium of Light. While both teams seemed evenly matched early on, it was Sunderland who struck first when striker, Darren Bent, scored off a penalty awarded to him after being fouled by Segundo Castillo.

From that point onwards the game was pretty staid and seemed as though neither team could make any headway against the other. But in what was arguably not the most exciting of English Premier League matches, Sunderland eventually came out on top, ranking them at 8 in the Premier League and the Wolves at 16.

Nebraska law enforcement authorities have seized two new video game machines that pay out jackpots on the grounds that they resemble illegal slot machines. The game, called “Bank Shot”, resembles a game of tic-tac-toe played with billiard balls. When the player gets three balls in a row, they win part of a progressive jackpot. The jackpot grows as players deposit up to US$4 on any of four hundred machines.

The object of the game is to watch the ever-changing rows of balls on the screen, select a spot to place a “wild” ball on the 3x3 grid. When the player connects a set of three balls of the same rank, they win a small jackpot. The more sets the player connects, the higher the jackpot, up to US$17,000 in some cases. Church groups and other non-profit agencies want to see Bank Shot banned, not due to their opposition to illegal gambling, but due to the fact that the game may take away customers from the bingo, keno and lottery-style games the group use in their fund-raising efforts. Under Nebraska law, only non-profit agencies are allowed to conduct games of chance.

The creator of the game, John Fox, and his company, American Amusements, deny any charges that the Bank Shot game is a game of chance. According to Fox, Bank Shot is a “puzzle game” that requires input, thought and strategy on the part of the player. The player can easily develop a set of skills to figure out which placement of the “wild ball” will give him the best odds.

After inspecting the machines, the authorities returned the machines to the bars that had housed them. The next step in the legal battle is for the state legislature to re-examine whether the machines truly represented a game of chance or a game of skill. A spokesperson for Nebraska Attorney General Jon Bruning said that the matter is still under investigation.

Taiwanese anti-gambling demonstrators protested outside the country’s Ministry of Education building in response to the department’s policy of subsidizing university courses that teach students on how to staff and run casinos. The group claims that the government is wasting the taxpayer’s money and leading people into dangerous gambling addictions. The protestors are also responding to an upcoming referendum to establish casino gaming on one of the offshore islands.

An official with the country’s Department of Higher Education denied the idea that the university courses encouraged gambling. Rather, the courses are intended to teach students how to manage casinos as well as other tourism operations. According to a department spokesperson, the courses have nothing to do with teaching players how to gamble nor encouraging students to make wagers on their own.

Early this year, the Taiwanese government passed a law that allowed outlying islands to vote on whether or not they wanted to have casino gambling available in their areas. Later this week, citizens in the county of Penghu are scheduled to vote in a referendum on establishing the first casino in the country’s history on the tiny island.

Anti-gambling protestors are also organizing to defeat the Penghu referendum as well as trying to close the university casino management classes. The leader of one of the country’s teachers’ unions stated that she has seen the lives of her students and their parents destroyed by gambling debts, and thus opposes any growth of gambling in the island nation. A number of other activists want to stop casinos from taking root.

One graduate student from the Penghu area is organizing a group of residents to vote down the referendum. Senator Ron Wyden has withdrawn his proposed legislation that sought to legalise and tax online gambling in the United States to help pay for healthcare reform, reports the Washington DC publication The Hill.

And inevitably, industry observers are speculating whether the Senator was placed under pressure by fellow Democrats anxious to avoid yet more controversy around President Obama’s already contentious initiative on healthcare.

In a statement to The Hill, Wyden’s communications director said the Senator from Oregon did not want to introduce another controversial issue into the healthcare debate, and would pull his amendment from consideration.

Senator Wyden had offered the amendment to the healthcare bill the Senate Finance Committee began considering on Tuesday this week, suggesting that a tax on legalised online gambling could contribute toward health insurance subsidies.

“The last thing Senator Wyden wants to do is make it more difficult to expand subsidies for working families by introducing a new contentious issue to the debate,” said Jennifer Hoelzer, the Senator’s communications director. “So when he offers the amendment, he will do it with other funding mechanisms.”

The Hill reports that while senior Democrats in the House also have offered support for the concept of taxing Internet gambling to pay for healthcare, the issue is unlikely to move forward.

The healthcare debate is already heated, and Democratic leaders in the Senate have signaled they do not want to introduce another controversial issue to the mix.

Regan LaChapelle, a spokesman for Senate Majority Leader Harry Reid from Nevada told The Hill: “Changing the laws regarding online gaming is a significant detour from healthcare, a detour that Senator Reid agrees is not appropriate at this time.”

Internet gaming supporters in Congress, many of them Democrats, said they would consider similar measures. Representative Jim McDermott, who has already submitted a companion tax bill to complement online gambling legalisation proposals by the Democrat Barney Frank, said that he would consider such a tax.

Representative Frank himself said: “It’s a great idea. Why should we leave all that money untaxed?”

Frank, chairman of the House Financial Services Committee, added that once his panel is done with reforming regulations governing the financial-services sector, he wants to bring his online gambling bill before the panel.

The Hill speculates that McDermott and other House Democrats could move to add the Wyden provision in conference, as members work to find a compromise between Democrats who want to provide generous insurance subsidies and those who want to contain the healthcare bill’s costs.

Conservative Christian groups oppose the Wyden idea, saying that legalised online gambling will degrade family life.

Tom McClusky, vice president of Family Research Council Action said: “It is congressmen trying to take advantage of the situation,” adding that the tax on Internet gambling would be paid by gamblers who need help.

UK gambling companies have not had the best of times the past couple of years. Profits are down at home, and that has led several big companies to relocate their online gambling operation home to Gibraltar. The companies that are left may soon be receiving a nice boost in revenue.

It is expected that next year, the French market will open up to foreign companies. There is a Bill that will be discussed in early October that would legalize outside companies coming in to the French gambling market.

PartyGaming, and 888 Holdings may get a shot in the arm, and even the companies that have relocated such as William Hill and Ladbrokes could benefit from being allowed into France. The additional revenue would more than offset the losses the companies have been experiencing at home.

“The size of the population and the appetite for gambling, and the group’s historically cautious approach to France make this a particularly exciting opportunity for us,” said Jim Ryan, Chief Executive Officer of PartyGaming, as reported on Bloomberg.com.

The tax rates for potential out of country companies has not yet been set in France. First, the Bill must be approved, then the government would move forward with setting up the regulations for online gambling in the country.

Sports gambling and online poker would be the two gambling outlets that would be opened up. The most recent proposed tax rate on sports betting would be 7.5%, and on poker it would be 2%. France is just one of several European countries that are in the process of changing their online gambling laws.
